RURAL DEVELOPMENT AND SANITATION PLAN – Ifedi

Greater number of Ndi Anambra live in rural and semi- urban environments. Our target is to transform Anambra State into city-state and to achieve this, we must ensure the rapid urbanization of the entire landscape and the empowerment of citizens of the state living in those
areas.

The Policy Strategy for development of our rural areas shall be woven
around:
a. Infrastructural improvement of our rural environment.
b. Participatory approach to governance and Budgeting process.
c. Economic capacity improvement of those in Rural areas
d. Human Capital Development and Improvement
e. Improvement in Political Capacity of those in Rural Areas
f. Security of lives and well-being of the people in rural areas and improvement in their protective capacities.

Government shall initiate and promote the following programmes in line with the underlying policy.The programmes
include:

  1. Community Government: This shall formally be established by law, captured and allocations made for them in the State annual budget.They submit the list of projects they want executed in their community to the State Budget office every year and the Budget Office shall have the responsibility to also audit their performance before determining their qualification for budgetary allocation for the next year.. This system will engender transparency and
    accountability in community governance.
  2. Infrastructural development. We shall be committed to comprehensive infrastructural
    development of the rural communities within the State. Our development
    strategy will be anchored on integrated and comprehensive development of
    all parts of the State. And all our plans are to be designed and anchored on this strategy. Our:
    a. Agricultural Policies,
    b. Industrial Policy,
    c. Road Policy,
    d. Transport Policy,
    e. Our Health Policy
    f. Education Policy, etc
    are all tied to supporting rural development and rapid urbanization.
  3. Our Economic Empowerment Programmes for rural areas will be anchored on:
    a. Promotion and advancement of Cooperative Schemes in all parts of our rural communities.
    b. Intitutionalizing and advancing the Micro Lending Scheme. The system is to be founded on the belief that credit is a fundamental human right and that if you lend poor
    people money on terms that are suitable to them, teach them a few sound financial principles, they will grow to help themselves.
    c. Enterprises Development. This is to empower a number of educated people in the rural areas to establish their business enterprises. They may first be trained on how to save capital and on good corporate governance. The graduates of this enterprise training programmes may be exposed to buying a Franchise or establish entirely new businesses which can be guided to grow.
    d. Encouragement and Support for Professional practice in Rural Areas. Under this, professionals such as lawyers, architects,
    Surveyors, Fine artists etc will be supported to stay in the rural and semi-urban areas of the State and practice successfully without the stress of
    urban migration.
  4. Improvement in Human Capacity.
    Government will ensure that human capacity development is attainable while residing in the rural and semi-urban parts of the State. As government we shall make access to
    Health facilities, Community Health Insurance scheme,
    Access to Educational Institutions and facilities within their locality or neighbourhood,easy and seamless. We shall make access to power and internet services easy in our rural villages to help improve their skills, to innovate and incubate ideas, like their peers in the urban areas.
  5. Security and Improvement of Protective Capacity.
    Security of life and property will be enhanced in towns and villages.While trying to support the State Vigilante Group, technology for improved security will be employed and rural dwellers shall be empowered and be involved in arranging the security protection of their own communities.
  6. Rural Water Supply and Sanitation
    We shall accelerate access to drinking water supply and sanitation in all rural areas of the State in order for the State to attain the Sustainable
    Development Goals (SDGs) and the African Water Vision targets.
    We shall promote:
    a. Construction of Public Toilet facilities in all the 181 communities of Anambra
    State.
    b. Make laws against open defecation in the State.
    c. Link many rural communities to a number of public water supply schemes which will be revived across the State.
    d. Establish mini water supply schemes, treatment facilities and water boreholes in communities across the State.
    e. Provide water supply points to communities from major facilities including
    farm Estates, Ranches, Industrial parks etc.
    We shall tap into the Rural Water Supply and Sanitation Initiative (RWSSI) of the
    African Development Bank and the World Bank, to ensure we accelerate access to water supply.
  7. Rural Market Development. The presence of a market in any rural community drives the economic prosperity of the community.
    My Government shall partner with each community and the Local government Council to build a prototype community markets in each community in Anambra State.
    The Community Markets shall be divided into three categories – Mega,
    Medium and Small markets. Each of the markets depending on its category will be built following an acceptable template. Franchise products and product brands which are promoted statewide shall get assigned some store spaces in the community markets across the state to promote the brand.
  8. Law and Order.
    Government shall promote law and order in all our communities. We shall:
    a. Reduce as far as possible Government’s meddlesomeness in the selection of community leadership.
    b. Create Anambra Community Conflict Resolution Committee and charge them to look into community feuds independent of Government.
    c. Create a template for role separation between the Traditional Rulers and
    the Presidents General of Town Unions in the State.
    d. Adopt a Multi door Dispute Resolution Mechanism for conflict resolution
    and train all Traditional Rulers, President Generals and important
    stakeholders and Community leaders on Alternative Dispute Resolution
    Mechanism in the State.
