One of the easiest way for alleviating poverty is to enhance the value of our land assets. Lands in most towns and villages currently have no title and various mansions built across the state cannot be utilized as valuable capital assets. Owners of these facilities cannot therefore access credits and loans with them as collateral. In our urban centres, most plots of land and facilities has no Certificate of occupancy and have therefore reduced value to the owners. Government on the other hand are not getting enough revenue that would ordinarily accrued to her. Indeed the greatest challenge to infrastructure and Housing development in Anambra State is land acquisition and obtaining the legal title to land within a reasonable period of time.

Going forward, we shall on coming to Office, unlock this great potential for economic development and growth. We shall tackle the land ownership challenges in the state and create the enabling environment for home ownership in the state. The following strategies shall be adopted;
a. Establishment of effective land administration system: This is to offer security of tenure and to regulate the land market in Anambra state. It will allow for full implementation of land reform and in equitable distribution of wealth to encourage economic growth and development. It will enhance our ability to protection of our environment, promote investment and expand our internally generated revenue sources through effective collection of relevant levies and taxes on land assets.
b.Passage of Law and Gazette of Anambra State as a City-State. My Government shall present an Executive Bill to Anambra State House of Assembly requesting for a law to make Anambra State a City-State. When this is passed, the entire state shall be treated as Anambra City. This will give urban status to all parts of the State, qualify the entire State land to have legal title to be signed by the Governor or the Local Government Chairman, which will in turn enhance the value of all properties and mansions built in various parts of the State. It will ensure that an owner of land in any part of the State have a document or title indicating their right to the parcel of land for any standard period of lease or ownership that the State may decide.
c. Anambra Cadastral Mapping Programme. We will conduct a cadastral mapping of all lands in the state. This is the large scale geospatial models of all the features, topography, hydrography of Anambra land space including lands held and allocated by the Federal Government within the State. The program will aid for the effective preparation of title documents (Certificate of Occupancy), and ensure that all lands are captured.

d. Land Recertification: All lands in the state shall be recertified and registered in the State Geographic Information System. We shall ensure that all lands in the state are accessed through the Anambra Geographic Information System. The land information system will give legal information on the statute, location, ownership, use and subsequent transactions of every land in the State.
e. Certificate of Occupancy: All lands in the State shall have its Certificate of Occupancy signed for it to have legal title and to enhance the value of such land. My Government shall digitalize the Certificate of Occupancy of every land in the state and ensure it is signed and issued within 72hrs from the time the processing of such land title is completed.
