As part of our desire to build entrepreneurs, business developers, cyber analysts and experts and to practically focus efforts on industries of the future, which include “computing, robotics, biometrics and artificial intelligence”, we shall going forward as government, do the following:

  1. Establishment of Startup Anambra (Start-up clusters) Graduates of our digital technology training courses shall be formed in clusters of at least five change seekers/entrepreneurs, to establish and be guided to grow a start-up each.

This new initiative shall promote the spirit of entrepreneurship especially of our youths and leverage the use of ICT to affect change and provide solutions for problems in the different industries and society at large. These Start-ups are expected to create new products, methods, and ideas. They are to look at problems differently and come up with solutions others cannot, and provide an endless stream of value to their companies. It will be our government’s lead in strengthening the local technology startup community towards a unified goal and to be globally recognized as an active startup hub in Africa and the world. We shall from there effectively mobilize our key resources and players to create and nurture home-grown and foreign startups alike.

Our target is to develop 5000 Startup Clusters in 4years. This will make us the largest startup ecosystem in Africa and prominent destination in today’s world of technology within the next four years

  1. The Core Objectives of Startup Anambra:
    a. Engage our youths to create wealth, reduce poverty and to create self-sustaining job opportunities.
    b. Ensure sustainable growth of Anambra ICT-enabled industries resulting to growth in our economy,
    c. Building young entrepreneurs and wealth creators
    d. Making our youths to be the enablers, innovators, achievers and leaders in pushing the state’s development and transition towards a world-class digital economy
    e. Supporting our Governments e-government, e-business and e-learning policy.
    f. Become leader in exporting software, applications and IT services.

Startup Anambra shall be tied to ICT especially in finance, commerce and technology, robotics, healthcare technology, 3D printing and animation.

The success of this will bring the advantages of new and improved technology which will seep into other sectors and will promote more and more entrepreneurs to develop new products and establish their startups. This will lead to a phenomenal growth of Anambra’s startup ecosystem in multiple sectors, making it another strong feature of our contribution to the tech world.

  1. Cybersecurity Training and Fraud Management

Today we are already living in the digital age and this means hackers and cyberterrorists have endless opportunities to exploit individuals, government institutions, and even large companies. In Nigeria, banks and other financial institutions continue to lose huge amount of money on daily bases to hackers and cyber terrorists. The financial crimes commit by these mostly young men and women, known in local parlance as Yahoo Yahoo boys, impact negatively on the economy of any system. The unfortunate thing is that some young men and women from our State constitute a reasonable chunk of these enemies of the financial systems.
To defend against cyber-attacks and security breaches, top organizations are willing to pay a lot for cyber analysts who can protect their data and remove vulnerabilities.
My government shall leverage on the economic gains of these opportunities by equipping our boys and girls with the necessary knowledge to be Cyber analysts and experts, as well as converting potential Yahoo Yahoo Boys
away from fraud and into careers as IT experts. We plan to leverage on this, to fill the demand for these experts in the job market.

We shall from our Tech Hub develop programmes for the regular training and certification of these young experts. The Cyber Security study programmes we shall be organizing, will teach them how to protect computer operating systems, networks, and data from cyber-attacks; How to monitor systems and mitigate threats when they happen. We shall provide the learning pathway to efficiently train students in the primary subject area of cybersecurity especially on:

• Cybersecurity Strategy and Policy.
• Cryptography
• Network creation, monitoring and troubleshooting (Network Defense).
• Threat detection, prevention and protection.
• Vulnerability Assessment and Penetration Testing.
• Data synthesis to optimize systems
• Hardware and Software etc.
Through this programme, Anambra State shall ultimately supply the world with Cybersecurity experts. (This is the concluding part of the plan)
