2027 Elections: Political Parties, Aspirants to Obtain ANSAA Permits Before Outdoor Campaign Activities

As political parties and candidates seeking various elective positions continue their primary elections and intensify preparations for the 2027 general elections, the Anambra State Signage and Advertisement Agency (ANSAA) has unveiled a comprehensive regulatory framework to guide outdoor political advertising and campaign-related promotional activities across the state.

The agency said the move is aimed at ensuring that election campaigns are conducted within an organized, lawful and environmentally friendly framework that promotes public safety, protects government infrastructure and guarantees a level playing field for all political actors. ANSAA also emphasized the need for stakeholders to familiarize themselves with the regulations ahead of the commencement of full-scale political campaigns.

The disclosure was made during a media briefing held at the agency’s headquarters in Awka, where members of the management team addressed journalists on the procedures, permit requirements and compliance expectations for political parties, candidates, support groups and advertising practitioners.
Speaking on behalf of the agency, the Assistant General Manager, Engr. Chika Ngobili, explained that the guidelines became necessary in anticipation of increased political advertising activities as the electoral season gathers momentum. He noted that the framework is designed to facilitate orderly campaigns while preserving the aesthetic and environmental integrity of communities across Anambra State.

The agency commended political parties and aspirants for the relative peace and maturity that have characterized political activities in the state so far and expressed confidence that the spirit of civility and responsible engagement would continue throughout the electioneering period.
ANSAA reiterated its statutory responsibility as the state agency charged with regulating outdoor advertising, signage and related promotional activities. It stated that all political parties and candidates intending to engage in outdoor campaigns must obtain the requisite permits before deploying campaign materials or embarking on any form of visual political promotion within the state.
According to the agency, the permit requirement covers a wide range of campaign materials and activities, including posters, banners, branded vehicles, campaign booths, public address systems, flyers, buntings, street campaigns, rallies, T-shirts, caps and other forms of outdoor political publicity.
Under the approved fee structure, presidential candidates are required to pay a permit fee of ₦50 million, while candidates contesting senatorial seats will pay ₦20 million. Candidates for the House of Representatives will pay ₦5 million, while those seeking election into the Anambra State House of Assembly will pay ₦1.5 million.
For the forthcoming local government elections scheduled for August 29, chairmanship candidates are expected to pay ₦2.5 million for campaign permits, while councillorship candidates will pay ₦100,000.

The agency further stressed that all political advertisements and campaign materials intended for public display must receive prior clearance from the Advertising Regulatory Council of Nigeria (ARCON) before deployment.
ANSAA also cautioned against the unauthorized erection of billboards and advertising structures, emphasizing that such installations must be executed only through licensed advertising practitioners duly recognized by ARCON and approved by the agency.
Additionally, the agency warned political actors and their supporters against acts capable of undermining peaceful campaigns, including the destruction, removal or defacement of opponents’ campaign materials. It described such actions as unacceptable and inconsistent with democratic principles.
The agency equally prohibited the indiscriminate placement of posters and campaign materials on public facilities, including bridges, flyovers, road signs, drainage channels, schools, hospitals, utility installations and other restricted locations.

To ensure full compliance, ANSAA disclosed that its monitoring and enforcement teams would be deployed throughout the campaign period to identify violations and apply appropriate sanctions in line with existing laws and regulations.
The agency urged all stakeholders to approach the electoral process with a sense of responsibility, tolerance and respect for democratic values. It also called on candidates, supporters, media organizations and campaign groups to contribute to the Signed maintenance of peace before, during and after the elections.
The briefing concluded with an interactive session during which journalists sought clarification on permit charges, enforcement procedures, compliance requirements and measures put in place to guarantee fairness for all candidates. Members of the agency’s management team provided detailed explanations on the operational framework guiding political advertising activities in the state.
