Aliko Dangote says Nigeria’s state-owned refineries may never function properly again, despite $18bn spent on rehabilitation. Speaking during a visit by Global CEO Africa, he said outdated infrastructure and mismanagement had rendered the facilities ineffective.

Dangote added that the 2007 attempt to sell the refineries was reversed under Yar’Adua’s government, a move he believes hindered progress.
