Seven States Spend 190% of Revenue on Debt Repayment

Bayelsa, Adamawa, Benue, Niger, Kogi, Taraba, and Bauchi spent 190% of their combined IGR on debt servicing in Q1 2025, totaling N98.36bn—up 51% from the previous quarter.

Benue spent 413% of its IGR on debt, Kogi 248%, and Taraba 232%, forcing states to rely on FAAC allocations to cover shortfalls. The figures highlight worsening fiscal stress and growing dependence on federal support.
