The Anti-Corruption and Research-Based Data Initiative (ARDI) has called on President Bola Tinubu to address longstanding inequities in Nigeria’s federal policies, including the quota system, federal character principles, and derivation formulas. In a statement issued by ARDI’s Chairman of the Board of Trustees, Ifeanyi Ozigbo, the group emphasized the need for a comprehensive review to promote equity, fairness, and justice across all regions. “The current policies have perpetuated significant imbalances between the North and South, encouraging inefficiency and discouraging hard work,” the statement read. Key Concerns Raised by ARDI: Quota System and Federal Character:ARDI highlighted grievances, particularly from the South, where policies often prioritize less qualified individuals from one region over more qualified candidates from another. Examples include inequalities in civil service promotions. Derivation Formula:The group criticized the current 13% allocation to oil-producing states, arguing it is insufficient given the environmental damage they endure. ARDI proposed increasing this to at least 60%, which would address ecological challenges and encourage fair revenue distribution. Tax Reform Bills:ARDI noted Northern concerns about potential revenue reductions under the proposed VAT sharing formula, which they claim favors metropolitan cities and resource-rich regions. The group recommended extensive consultations to address these apprehensions. Recommendations to the President: ARDI urged President Tinubu to balance the concerns of all regions, ensuring that reforms create a fair and competitive federation. “We believe this is an opportunity to correct these imbalances,” the statement added. “Wide consultations are essential to addressing the fears of the North and the South’s grievances over federal policies. A federation that is equitable benefits all regions.” The group concluded by stressing the importance of fairness in implementing the tax reform bill, noting that it could foster healthy competition among Nigeria’s federating units if handled equitably.
