Emene Massacre: Dismiss Five Culpable Security Chiefs & Declare Them Int’l Personae Non Grantae

Int’l Society for Civil Liberties & Rule of Law on Friday, 18thSept 2020 told the Federal Government of Nigeria through Secretary to theGovernment of the Federation, Boss Gidahyelda Mustapha, Esq. and Chairman ofthe Police Service Commission, Retired IGP Musiliu Smith to ‘promptly,thoroughly, independently, impartially and conclusively’ investigate and dismiss or recommend for dismissal from the Nigerian Army, the Nigerian Navy, theNigeria Police Force and Nigeria’s State Security Service of five complicit senior security officers indicted in our special report on Emene massacre of Sunday, 23rd August 2020 which wasreleased on Sunday, 13th Sept 2020. The letter to the SGF was dated 18thSept 2020 and referenced: Int.003/9/20/SGF/FGN/NG while that of the PSC was dated same date and referenced: Int.004/9/20/PSC/ABJ/NG

The five complicit or culpable or implicated senior securityofficers are: (1) Police AIG, Danmallam Mohammed (AIG, Zone 13, Anambra State),(2) Police Commissioner, Ahmad Abdurrahman (CP, Enugu State Police Command),(3) Director Obande Olotu (immediate past Director of SSS, Enugu State), (4)Major Gen Lasisi A. Adegboye (GOC, 82 Div, Enugu) and (5) Air Vice Marshall IdiAmin (Air Officer Command, Ground Training Command, Nigerian Air Force Base,Enugu).  The named complicit officerswere not only directly or vicariously involved in the massacre, but alsogravely abused their offices and powers and acted abusively, crudely, hatefullyand murderously.

While the Police Service Commission was called upon to act basedon powers vested on it by the PSC Act of 2001 and the 1999 Constitution byinvestigating and dismissing the duo of AIG Danmallam Mohammed and CP AhmadAbdurrahman, the SGF, on his part, was asked to exercise his investigative andenquiry powers provided in the Constitution by constituting a probe team toinvestigate the roles and involvements of the trio of GOC Adegboye, AOC IdiAmin and Director Obande and issuing far reaching recommendations to theNigerian Army Council,  the Nigerian AirForce Council and authorities of the SSS (DSS) including dismissal of the namedthree senior security officers.

Our letters to SGF and PSC were delivered to them by our lawyerson Friday, 18th Sept 2020, same day they were dated and were dulyreceived by the desk officers at the offices of the SGF and the PSC withacknowledgment copies duly signed and stamped for our lawyers.  The two letters were signed by our five principal officers: EmekaUmeagbalasi, Board Chair, Chinwe Umeche, Esq., Head of Democracy & GoodGovernance, Damaris Amaka Onuoha, Esq., Head of Campaign & Publicity,Obianuju Igboeli, Esq., Head of Civil Liberties & Rule of Law and SamuelKamanyaoku, Head of Field Data Collection & Documentation. The fiveprincipal officers of our organization also signed this media statement.

We had also on the same date, (18th Sept 2020)submitted two letters to the United Nations and leaders of western democracies,drawing their attentions to the specialreport and praying that they should internationally blacklist or declarethe named indicted security chiefs as international personae non gratae. Recipients include United Nations’ Special Rapportueron Extrajudicial, Summary or Arbitrary Executions, Dr Agnes Callamard, US Secretaryof State, Mike Pompeo, US Ambassador to Nigeria, Ms Mary Beth Leonard, Chairand Co-Chair of the All Party (UK) Parliamentary Group for Int’l Freedom ofReligion or Belief, Jim Shannon, MP and Baroness Caroline Cox, the UK HighCommissioner to Nigeria and High Commissioners of Canada and Australia as wellas Ambassadors of Norway, Ireland, Switzerland and Brazil. It was referenced: Intersociety/NG/.02/9/20/int’l/Governments

In the second letter dated same 18th Sept 2020 andreferenced: Intersociety/NG/.02/9/20/EU/Int., it was addressed to H.E., KetilKarlson, Head of Delegation of the European Mission to Nigeria & ECOWAS andAmbassadors of Netherlands, Finland, Poland,Germany, France, Spain, Czech, Italy, Belgium, Denmark, Portugal, Greece,Austria, Hungary, Bulgaria, Slovakia and Sweden. The two int’l letters furtherprayed their highly respected recipients to ‘take into critical account thehorrible human rights records and profiles of the five named senior Nigeriansecurity officers’ and ensure that ‘weapons and humanitarian and developmentaids secured in the west are not used to massacre defenseless and innocentcitizens in Nigeria particularly on the grounds of their Religious Belief, orEthnicity and Class’.

Summary OfThe MassacreThe Emene massacre underreference was vicariously/and or directly perpetrated by armed personnel of theNigeria Police Force, Enugu State Command under Commissioner of Police,  Ahmad Abdurrahman and the Police Zone 13,Anambra State, under Assistant Inspector General of Police, Danmallam Mohammed.The massacre was originated in the early morning of same day by the personnelof the Enugu State Directorate of the State Security Service headed then byDirector Obande Olotu, an Idoma-Benue born. Vicariously and directly involvedin the massacre, too, were armed personnel of the 82 Div of the Nigerian Army,Enugu headed by its General Officer Commanding, Major Gen Lasisi  Adegboye and the Nigerian Air Force Base,Enugu, headed by its Air Officer Commanding, Ground Training Command, Air ViceMarshal Idi Amin.

In our ten-page report,released on 13th Sept 2020, we investigated and found that no fewerthan 30 defenseless citizens, comprising Judeo-Christian worshippers and sportsactivists were massacred at the Emene Community High School and its environs.Over 40 others were shot at close range and terminally injured while not lessthan 60 were arrested and detained. Church services of that fateful day(Sunday, 23rd August 2020) including those of St Joseph CatholicParish and Pentecostals were violently disrupted and abruptly dismissed. 

Some defenseless citizens shot and wounded who ran inside StJoseph Catholic Parish were chased after and arrested inside the Church amidstblood droppings. As we write, crackdowns by soldiers, SSS and Police cracksquads have intensified leading to indiscriminate arrests, breaking of homes,torture and other inhuman and degrading treatments. The whereabouts of bodiesof shot and killed defenseless citizens and those shot and terminally injuredwho were taken away by soldiers, Air Force, Police and SSS personnel haveremained unknown till date. On the other hand, two personnel of the SSS (StateSecurity Service) who originated the attack and massacre were seized andclubbed to death by provoked and angered mobs.
